Safety Glazing

Just a little something to stir up the pot so to speak!

I have come across several homes recently (and one phone call inquiry) that homeowners were told they have to have safety film or safety glass on their dayligt basement windows, as they are at grade and next to the sidewalk (walking surface) on the exterior. After asking one question (is the individual pane of the window glass greater than 9 square feet), all answered no. I responded that safety glass was not required in that instance. No other conditions were present that would require the safety glass. So is there a reference that I have overlooked that requries safety glass on any window next to a walking surface? If so please provide a reference.
